I was also under the impression that while the Qur'an was revealed to the Holy Prophet (pbuh), sometimes the ayat was Allah speak directly (in first person) and sometimes a quote for another Prophet or person. But lastly, sometimes it's the Angel Gabrial (A.S.) speaking on behalf of the angels and so the "we" is referring to the community of angels.
