Part-time jobs for a 17 year old?

I'm a junior in high school and I need to get money for my car insurance. I've had two jobs already: one was a waitress for a banquet hall but I had quit because the manager was horrible, and the second was a secretary at a tax office but that's only seasonal work. So I have some..experience, but nobody will call me back. I've tried at best buy, circuit city, and ulta in Chicago and none have called back. Two months back I applied for at least 5 other different jobs. What could I do to get a job asap, that's decent? Where else could I possibly look?
